Emergency Services Districts (ESD’s) are political subdivisions of the State of Texas, which may support or provide local emergency services, including emergency medical services, rural fire prevention and other emergency services authorized by the Texas Legislature.
Through these powers and stable funding, established ESDs have considerably reduced fire and medical response times, provided stable funding for volunteer and other fire and EMS departments, and allowed local entities to provide enhanced services – thus saving lives, property, and funds for local citizens.
ESD’s are created under Texas Health and Safety Code, Chapter 775 as a means to better provide public funding for urban, suburban and rural emergency services organizations. ESD’s are practical ways to adequately support local emergency services in many Texas municipalities as well as suburban and rural areas of the State.
No, HCESD-10 strictly provides fire protection services.
EMS and ambulance services are handled by separate agencies.
HCESD-10 serves portions of northeast Harris County, including unincorporated communities near Humble.
HCESD-10 is funded through local property taxes, which ensure fire stations, equipment, and personnel are properly maintained.
HCESD-10 board meetings are held regularly and are open to the public. Meeting schedules and agendas can be found on our website.
Public records, including fire reports, can be requested through the HCESD-10 administrative office.
